Terry Solis
President

Ms. Terry Solis founded The Solis Group (TSG) in 1992.  Ms. Solis has been involved in the public works/construction management industry for over 20 years and currently oversees TSG’s professional consulting services.

Ms. Solis has extensive experience in the area of Contract Labor Compliance monitoring and investigation, having serviced numerous school/community college districts and various other public works clients.  She has served as an expert witness on issues related to prevailing wage coverage, developed labor compliance investigatory strategies, has been involved in the preparation of terms and conditions, reviewing specifications, creating bid advertisements, awarding and monitoring projects, and has developed and managed Project Labor Agreements (PLA). 

Ms. Solis also has extensive experience providing Contract Management and Program Oversight services to numerous public works agencies throughout Southern California and the United States.  She is recognized as an expert in Federal procurement regulations and the practices and procedures of procurement and construction contract administration.  She has also served as an expert witness and has been involved in the resolution of complex claims matters and has provided construction contracting testimony in arbitration. 

Ms. Solis received a B.S. in Business Administration/Pre-law from California State University Los Angeles in 1982. 

 

Benjamin Ocasio
Chief Operations Officer

Mr. Ocasio has over 16 years of extensive experience in all facets of contract labor compliance, Project Labor Agreement (PLA) compliance management, and small business/DBE/DVBE outreach. 
He has proven experience in program oversight related to compliance monitoring and investigations of prevailing wages on projects ranging from small street repairs, to mid-size public structures such as libraries, police and fire stations, and parking structures, to larger projects such the Los Angeles City Hall renovation, Compressed Natural Gas Facilities, and airport runways.  Mr. Ocasio has specifically focused on PLA development and negotiations, local and small business outreach, and the coordination and public communications as they relate to public infrastructure projects. He has headed marketing efforts directed at non-traditional businesses for large-scale construction projects in the public sector, as well as worked in the non-profit sector directing outreach services. 

Mr. Ocasio holds a B.S. in Public Administration, with an emphasis in Public Affairs, and a Masters in Public Administration from the University of Southern California.

 

Brent Bishop
Project Manager

Mr. Bishop has been with The Solis Group over seven years. He currently manages all labor compliance projects in San Diego County and the Inland Empire. His professional labor compliance experience was gained through his monitoring, implementation, and enforcement efforts on numerous large public works projects. As a Labor Compliance Officer, Mr. Bishop monitors contractors' compliance with prevailing wage regulations on all construction projects. Labor compliance activities include: auditing payroll records; monitoring prevailing wages and apprenticeship requirements; assisting with enforcement activities such as notifications of violations and assessments; conducting on-site employee interviews; and providing technical assistance to contractors and workers. 

Mr. Bishop holds a B.S. in Health Science from San Diego State University and is currently pursuing a Master of Public Health Degree specializing in Behavioral Science and Health Promotion from San Diego State University.

 

Sophia Espinoza
Senior Project Manager

Ms. Espinoza has been with The Solis Group for over six years. She is currently the Project Manager for Long Beach Community College District, Rio Hondo Community College District, as well as handling any public outreach projects. Sophia Espinoza brings extensive technical experience communicating with the public. She has developed highly successful outreach programs for transit needs assessment studies, General Plan updates, developers, non-profit agencies, contractor and workforce outreach programs, and associations. 

She has led efforts with public agencies and private enterprises to effectively communicate their programs and activities to the community. Ms. Espinoza's success is based on comprehensive organizational and planning skills that ensure that the details of an outreach program are not lost. 

For her labor compliance duties, Ms. Espinoza monitors contractors and subcontractors for compliance with all prevailing wage laws, apprenticeship requirements, and other elements of the California Labor Code; conducts audits and on-site interviews; prepares reports; recommends enforcement actions; calculates penalties; and interfaces with owner, contractor and agency enforcement representatives. Ms. Espinoza also oversees all project closeout activities and supervises administrative staff. 

Ms. Espinoza holds a B.A. in History from the University of California, Los Angeles.

 

Ramon Ortiz
Project Manager

Mr. Ortiz has been with The Solis Group for five years. He currently manages all labor compliance projects in Los Angeles County, Santa Barbara County, Ventura County and Central California. He monitors contractors and subcontractors for compliance with all prevailing wage laws, apprenticeship requirements, and other elements of the California Labor Code; conducts audits and on-site interviews; prepares reports; recommends enforcement actions; calculates penalties; and interfaces with owner, contractor and agency enforcement representatives. Mr. Ortiz also oversees all project closeout activities and supervises administrative staff. He is fluent in English and Spanish. 

Mr. Ortiz holds a B.S. in Business Administration, California State University, Los Angeles.
