The Solis Group was primarily responsible for procurement support for new vehicles and retrofits of existing vehicles including specifications, evaluation of bids, change order estimating, negotiation, new maintenance equipment for vehicles, and/or retrofit of older vehicles.  Additionally, The Solis Group developed processes for integrating new technology into future vehicle procurements such as modern document control systems, contract management configuration systems and other enhanced systems as needed.                  

Bay Area Rapid Transit (BART), Engineering Services for District Projects

TSG provided engineering and procurement activities for the BART System wide Renovation Program. TSG was tasked with the preparation of BART’s contract general and special provisions for all renovation work.  This entailed working with engineering, procurement, legal and accounting staff to develop special terms and conditions, bid document development, project controls and change order administration for the various contracts.

Bay Area Rapid Transit (BART), Rehabilitation of A/B Cars

In late 1995, TSG prepared a Change Order Manual for the $330 million BART contract to refurbish the rolling stock, or as they are more commonly referred to, the A & B rail cars.  As there was no outside designer or separate construction manager for the project, staff would be assuming the responsibility for most aspects of change orders instead of an outside project manager as was more traditional.  Thus, some processes identified in the existing BART manual were found to be redundant and unnecessary.  The Change Order manual was reviewed, and ultimately approved, by BART Accounting, Contracts, Auditing and Legal Departments.
