The Solis Group (TSG), a certified M/W/DBE small business, was established in 1992 to provide assistance to public agencies and the engineering and construction community in the areas of Public/Community and Stakeholder Participation and Outreach, Program/Contract Management, and Contract Labor and AA/EEO Compliance. The firm's principals have over 50 years of industry experience. The Solis Group has worked on major transit, water and institutional projects in Southern California and throughout the U.S., and has successfully managed several multimillion-dollar contracts for various government agencies.

In both the public and private sectors, TSG has demonstrated its ability to bridge boundaries and fashion innovative solutions to improve the way both business and government operate.

Staff
Our multilingual staff consists of seasoned professionals with Outreach, Communications, Contract Labor Compliance, Engineering, Contract Administration and hands-on Construction experience who are skilled in providing a variety of assessment, outreach, project management, and design support services. They are also familiar with local, state and federal labor laws, as well as AA/EEO regulations and guidelines.

Transportation

Increased mobility, whether it refers to the movement of goods or the movement of people, is an important element in reducing congestion, increasing economic development opportunities, and promoting livable communities. The Solis Group helps make the promise of increased mobility a reality, working on projects of major regional significance. Representative projects include:

•  Bringing light rail to Salt Lake City, Utah for the 2002 Winter Olympics

•  Completing the Texas commuter rail line (Trinity Railway) between Fort Worth and Dallas

•  Managing the construction of an urban rail line in San Juan, Puerto Rico

Water

Often the difference between growth and stagnation is access to water. This is especially true in the arid West, which continues to see explosive growth with limited water resources. The Solis Group has played a key role in ensuring the availability of affordable, quality water. We have participated in strategic planning processes for Southern California water agencies, assisting them with adapting to changes within the industry. Representative projects include:

•  Assisted the Metropolitan Water District of Southern California in preparing a strategic plan to guide the agency into the 21st Century

•  Worked with Metropolitan Water District staff and stakeholders to develop a strategy for dealing with high salinity concentrations

•  Assessed the impact of the Alameda Corridor freight line construction on water reliability, and designed a mitigation plan

Economic Development

Many government agencies are grappling with how to spur economic development and independence. One significant shift that has occurred is the participation of non-profit organizations in profit-making ventures and in providing services typically provided by local governments. Nowhere is this more apparent than in projects involving the environment, such as transportation, air quality and water. With both non-profit and for-profit experience, The Solis Group is ideally suited to assist with these partnerships. Representative projects include:

•  Assisting public housing residents with business startups

•  Assisting cities in encouraging business growth

•  Assessing the impact of aerospace downsizing on affected communities

•  Managing the operations of a non-profit community development corporation

Air Quality

While the air quality in Southern California is improving, many regions of the country are just now emphasizing mobile and stationary-source emission reductions. The Solis Group has worked with the South Coast Air Quality Management District, Air Resources Board, The Gas Company, Southern California Edison, alternative fuel vehicle manufacturers, electric bike manufacturers, and 166 cities and 4 counties to develop air-quality solutions. An example of a typical project is the Electric Vehicle Charge Program, in which we assisted the Mobile Sources Reduction Committee in closing gaps in the electric vehicle charging network.

Schools, Colleges and Institutions

The Solis Group has experience in providing specific Project Management/Construction Management support services to school districts, community college districts and other institutions for both new construction and rehabilitation projects. TSG can provide Contract Labor (Prevailing Wage) Compliance, Small Business/Enterprise Outreach Programs, and Community and Stakeholder Outreach. TSG is also experienced in the development and negotiation of Project Labor Agreements (PLA). Most recently, TSG developed and negotiated the PLA for the Rio Hondo Community College District and the Los Angeles Community College District bond programs.

Public Education Campaign Experience

The Solis Group has provided comprehensive public education, behavioral modification, and marketing services for programs and projects throughout Southern California. TSG uses a continuous feedback loop to constantly modify and hone its public information strategies. TSG understands that each locality and program is unique and requires a customized approach.
