Metropolitan Water District (MWD), Los Angeles, CA
Strategic Planning

TSG is part of a team that assisted the MWD Board of Directors, staff, and its member agencies in preparing a strategic plan to guide MWD into the 21st Century. This process has been developed to address the rapid change in the water industry and to help MWD stay in the forefront of the water industry. TSG assisted the consultant team in performing stakeholder interviews to evaluate MWD’s current operating environment, and utilized this information to develop new business model options for MWD. An important component of this process included holding of public workshops to inform the public of the MWD strategic planning process and to garner feedback related to the process. Impact Assessments

Central Basin Water District, CA
Infrastructure Project Study

TSG assisted the Central Basin Water District to study and determine the most feasible location for the District’s planned infrastructure project. The $10 million infrastructure project will ultimately provide access to reclaimed water by the Southeast Los Angeles cities. TSG determined that cities with large concentrations of industrial users would be especially hard hit during periods of drought because the MWD has instituted huge surcharges for excessive water usage during periods of water shortages. Without other sources of water, these businesses might have to shut down portions of their operations.

Metropolitan Water District, Los Angeles, CA
Salinity Management Study

TSG provided technical support to develop a long-term salinity management strategy. Data was collected and assessed to formulate alternative strategies in response to the problems caused by high salinity concentrations. Salinity issues have arisen due to an increase in recycled water usage, groundwater management, waste discharge permits, industrial uses, irrigation, domestic use, and higher drinking water standards. TSG facilitated a series of meetings with member agencies and others to gather input for the study.

Central Basin Water District, CA
Water Utility Relocation Engineering

TSG assessed the impact on retail water utilities affected by the construction of the Mid Section of the Alameda Corridor Project. Specifically, TSG verified impacts on retail water facilities along the Alameda Corridor Mid Section and evaluated each water utility needs for existing crossing connections, including possible alternatives or “in-lieu” facilities. TSG also evaluated the water requirements during the project construction phase, provided an assessment of the design standards for in-kind replacement and new facilities, coordinated design and construction requirements, and evaluated the post construction responsibilities of all interested parties, including Central Basin, ACTA, design-build contractor and the utilities.

Southern Califonia Association of Governments
I-710 Corridor Study

Integrated public input and built consensus among stakeholders in order to identify mitigation opportunities for corridor improvements via Informal Value Analysis workshops, development of media and community relations collateral, development of a telephone hotline, and conducted community forums that focused on Environmental Justice issues relative to how the I-710 study addressed unique transportation challenges facing ethnic, low-income and transit-dependent communities.
