City & County of Los Angeles, Community
Development Commission
Community Forums
In conjunction with the Kellogg Training Center, TSG helped organize
a series of community forums throughout the Los Angeles area for
the City and County of Los Angeles required under the Empowerment
Zone/Enterprise Communities Strategic Plan. These forums required
preparation of a work-plan, time-line, community outreach, preparation
of meeting agendas in English and Spanish, preparation of meeting
outcomes in English and Spanish, and coordination with the various
government entities involved. Ms. Terry Solis, President of TSG,
was the lead facilitator at the community meetings in Pacoima and
Wilmington.
Monte Vista Water District,
CA
Public Relations
70th Anniversary Open House Event
TSG provided public and community relations support for the Monte
Vista Water District. TSG prepared numerous informational materials
concerning the activities of the District, including a presentation
of their Water Master Plan to be implemented by the Water District.
The presentation detailed the current problem of an aging water
system confronted by the Water District and its plans to repair
and replace various components of the system. TSG also provided
input on the District's water conservation/efficient use of water
program, and prepared public relations materials identifying and
describing the various problems encountered by the District (e.g.
back flow), and advanced water conservation techniques (e.g. drip
irrigation).
JARCO Commercial Real Estate, Inc.
Community/Stakeholder Outreach
TSG was responsible for conducting community outreach for this
proposed mixed-use development in the Eastern San Gabriel Valley,
CA. TSG conducted grassroots outreach in the surrounding neighborhoods,
attended neighborhood meetings, and developed, organized and conducted
large public forums in the project area. The outreach itself consisted
of informing the local community of the proposed development, gathering
feedback, and determining what combination of design elements would
best be accepted by local residents.
Central Basin Water District, CA
Recycled Water System Expansion Project
TSG provided utility coordination and constructability review support
for this project, which will deliver recycled water from the existing
Central Basin to 30 new customer sites by tying into the northeastern
and western portions of the existing system. In a hydraulic sense,
this will effectively loop the system, providing important flow
and pressure distribution characteristics, as the system responds
to variable customer demand. TSG provided services related to special
crossings details and permits, alignment evaluation and alternatives,
and permit application fast tracking.
City of South Gate, County of Los Angeles
Public Relations and Community Outreach
TSG provided community outreach and public relations for City activities
and infrastructure improvements. Outreach material was prepared
and specifications were reviewed to determine impacts on the community.
TSG facilitated and conducted meetings with all City Council members.
City of Montebello, CA
Montebello/Commerce Commuter Rail Station
TSG provided contract administration, change order, and contract
compliance services for this federally funded project. Upon completion
of the project, TSG coordinated a Grand Opening public relations
event for the City of Montebello. The Grand Opening provided an
orientation opportunity for community residents as well as various
political and business interestswith the services provided by the
rail station.

Stakeholder Identification and Management
California Department of Transportation
(Caltrans)
Stakeholder Interviews
External Customer Survey of California Transportation Users. Fourteen
Focus Groups (bi-lingual public and stakeholders) conducted throughout
Southern California.
City of Montebello, CA
Montebello/Commerce Commuter Rail Station
TSG provided contract administration, change order, and contract
compliance services for this federally funded project. Construction
activities took place around an active railroad line. Interface
was required with the architect, contractor, construction management,
and city personnel.
Central Basin Water District, CA
Infrastructure Project Study
TSG assisted the Central Basin Water District to study and determining
the most feasible location for the District's planned infrastructure
project. The $10 million infrastructure project will ultimately
provide access to reclaimed water by the Southeast Los Angeles cities.
TSG determined that cities with large concentrations of industrial
users would be especially hard hit during periods of drought, because
the MWD has instituted huge surcharges for excessive water usage
during periods of water shortages. Without other sources of water,
these businesses might have to shut down portions of their operations.
Western States Petroleum Association
Community Relations
TSG is tasked with identifying and making contact with community-based
organizations and environmental lobbying groups in an effort to
reconcile and improve relations between these groups and several
major Southern California oil refineries.
